AI Chatbots Provide ‘Misleading and Partial’ Voting Advice, States Netherlands Regulator

AI assistants are proving to be “unreliable and clearly biased” when offering voting advice, the Netherlands’ data watchdog has stated, raising alarms about a possible risk to democratic processes just eight days before national elections.

Study Shows Consistent Bias in AI Suggestions

The four chatbots evaluated by the AP “often end up with the same two parties”, irrespective of the user’s question or command, the watchdog noted in a report released ahead of the 29 October election.

In more than half of the cases, the AI recommended either the right-wing PVV of the politician Geert Wilders or the progressive GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the moderate CDA, “are rarely ever cited”, even when the user’s input exactly matches the positions of these parties, the report pointed out.

Authority Figure Cautions Against Relying on AI Assistants for Election Advice

The vice-chair of the data protection agency, the official Monique Verdier, commented that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Voters were being pushed toward a party that might not correspond to their ideological beliefs, she added.

“This directly impacts a cornerstone of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against using AI chatbots for voting advice, as their functioning is opaque and hard to confirm.”

Voting Background and Political Landscape

Netherlands citizens vote on 29 October in an election that will be closely watched across the continent for the showing of the Freedom party.

The right-leaning group of Wilders is ahead in surveys but the lead over the left-wing and centre-right parties seems to be closing, with numerous electors still undecided.

All major parties have ruled out an alliance with the Freedom party, meaning the party that comes second is highly probable to supply the future head of government.

Unintentional Bias Linked to AI Operation

The AP emphasised that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the manner in which AI assistants function.
